Every day, thousands of animals suffer cruelty and neglect in the Portuguese "municipal kennels". This petition called for the humane treatment and for the abolition of the extermination of dogs and cats in the "municipal kennels". Instead, city councils should create adequate facilities, develop community education campaigns and conduct low cost spay/neuter programs.
 
The petition was submitted last September to the Portuguese Parliament, and was discussed last week by the parliament groups. All the groups seemed willing to acknowledge this problem and the associated problems, and willing to collaborate with city councils and non-profit organizations. But will they? We will do our best to hold them to their words.

On the 27

th of March 2007 16 dogs were indiscriminately murdered by employees of the municipal kennel of Beja.
What makes matters worst is how they came to this sad and unnecessary ending and what occurred before.
The stray dogs of the municipality of Beja are caught and taken to the kennel which measures some 3 by 7 mtrs., with 4 layers. This space is divided into boxes of 80 by 80 cm. During months the captured animals are piled on top of each other, bitches in heat
together with dogs, puppies  and sick animals without any room left to even move.
The animal association Cantinho dos Animais de Beja, together with  German and Swedish animal organization, had arranged to see the dogs, to take bloodsamples (at their own expense),to take pictures of them in order to find adoptive parents for them abroad. However, when they arrived the authorization to take pictures was withdrawn. They then personally contacted the department, which confirmed that the authorization had been withdrawn but that, as an alternative an employee of the council would go to the kennel and take some instead. The employee took pictures of 18 animals, those who “looked” best and the fate of the others was determined on the 27th of March when they, without any warning in advance, were slaughtered by a vet employed by the council. The vet only goes to the canel to slaughter the animals or vaccinated them so as not to break the law.
The method of killing was as follows: the vet and his helper used steel gloves to muzzle the dogs and injected the product immediately into their hearts, provoking a horrendous torture after which not even all died: some were still alive when thrown onto a heap of cadavers.
We want people to KNOW what happenes in this country, so as to prevent such horrors in the future and protect the rights and dignity of animals, even when they are dead.

Boa tarde!

A apreciação em plenário da Assembleia da República da petição "Pelo Tratamento Condigno e Pelo Fim do Extermínio dos Animais Em Canis/Gatis Municipais" teve lugar no passado dia 4 de Maio de 2007. De um modo geral, todos os partidos tiveram intervenções bastante positivas e sensatas, afirmando a sua concordância com a generalidade das medidas propostas pelos peticionantes.

A apreciação da petição em plenário representa uma dia muito feliz para os animais deste país, existindo fortes e fundamentadas razões para acreditar que se trata de um ponto de viragem na forma como são encarados os canis/gatis municipais portugueses.
