May God help the Strays of Serbia
Sirs,
We are sure you are aware that tens of thousands of people worldwide have been informed about the brutal slaughter of stray animals in your country. It is not the animals' fault they were born in the first place, they are the innocent victims of human ignorance and indifference. As it has been proven in so many countries, the only effective method of stray control is mass sterilisation, registration of owned animals and punishment of those who own dogs and cats, but allow them to breed unchecked.
We repeat once more, stray animals exist only because people are irresponsible and indifferent - it's they who should be punished, NOT the innocent animals!
According to the article 269, paragraph 2, from the Criminal Code of Serbia, it states that 'anyone who uses cruelty towards animals or kills animals contrary to the Law of veterinary standards, must be punished for up to three years in prison'.
This law is not being implemented, in fact it is being totally ignored, even by the authorities.
We appeal to you to co-operate with animal welfare societies to find a humane solution to the (man made!) problem of strays. Bear in mind that Serbia is currently in the spotlight of scrutiny as it prepares to be accepted into the European Union.
Furthermore, we would like to address the Mayor of Nis, Mr Kostic, to say that his letter to all concerned animal lovers worldwide hardly appeased their (our) fears for the strays of Nis, but in fact caused further worries. Even today, on the most sacred of days for Catholic people worldwide, there are countless people who, apart from celebrating with their loved ones, they turn on their computers, to find out the latest news about the proposed culling of thousands of strays, not only in Nis, but in all the major cities of Serbia.
WE hope to receive a positive reply to this letter.

It has been proved over and over that the only way to stop the proliferation of strays is to institute a programme of spay and neuter. Laws must be passed to enforce the public to become caring owners of companion animals.
I urge you gentlemen to give this letter your most united thoughts and in so doing show the rest of the EU that Serbia is a country that cares.

Many thanks to everybody who has written a letter of protest to the authoritis of a Serbian town called Nis. Their email boxes were clearly 'bursting' with emails from all over the world. Many of you also decided to phone the Mayor of Nis, Smiljko Kostic, as did I [I spoke with his secretary], though she laughed when she said that nobody planned to kill any animals - she certainly didn't sound convincing! Even less convincing is the mayor's reply, which some of you may have received. I have written my comments in red!! AS has been our experience with Greece, many laws exist only on paper, except that Mr Kostic even says that "dogs and cats must be exterminated in a humane manner, unless dogs and cats are ceded to scientific and research organizations. I had to read the sentence twice!! I am absolutely astounded by his indifferent comments!!! I leave it to you if you want to reply to him; I certainly will, if only to let him know that his letter only confirms what we already know - that he/his office have no intention of changing their plans to proceed with the culling as planned, they'll only be a bit more carful!! Of course they also hope the issue will 'die down' in view of the fast approaching 'festive season'.
If I was upset & angry before, I'm even more so now!! Slavica and I have exchanged a number of emails, somehow managing to understand each other between her 'broken' English and my very rusty Serbo-Croat. It's through her that I learned what T-61 is, about a shelter with more than 350 dogs, about the dog-catchers and 'bounty hunters' [getting an x amount of dinars per dog/cat] and how the culls are carried out 2-3 times a year in all the big cities .... hence the irony of "Mr Mayor's" letter!!!

In relation to wrongly conveyed information regarding stray dogs and cats treatment on the territory of the City of Niš as well as a great number of e-mails addressed to the Mayor's Office we are obliged to inform you about the following.
[***Those who wrote letters of protest will be alarmed by the authorities reply rather than be appeased by their answer!!!!]
The Bylaw on conditions and measurements for humane catching and extermination of stray dogs and cats ("Official Gazette of the Republic of Serbia" No. 29/24) anticipates the following:
Article 7. Paragraph 2.
''The dogs caught out of the housing unit, i.e. owner's yard, and which have register label on the collar, must be housed in a special box, according to the area where they were caught. Hygiene service, in maximum three days after they were caught, informs the owner about it.[***what owner?]
Article 8.
After the deadline from Article 7, Paragraph 2 of this Bylaw, and if the owner of the dog or the cat does not take over the animal, dogs and cats must be exterminated in a humane manner, unless dogs and cats are ceded to scientific and research organizations.
[***Can you believe what you just read?????]
Animals can be taken over only on condition that they are vaccinated against rabies."
Since the competence of every city and municipality to apply defined measures is anticipated for the realization of these and other provisions related to the treatment of stray cats and dogs in the Republic of Serbia, Niš City Assembly, acting in line with its competences and following frameworks defined by the law, regulated treatment of stray cats and dogs on its territory by a number of acts.
First of all, Article 25. Paragraph 1.3 of the Decision for the conditions of domestic animals keeping on the territory of the City of Niš (Official Gazette of the City of Niš" No 39/2002) abuse or cruel treatment of domestic animals is forbidden.[*** if so, they should all be in prison by now!!] In case this provision is violated, adequate fines are anticipated for every doer.
Starting from the above given Article as a principal, the City of Niš, in line with its legal duty, initialized the elaboration of detailed regulation of the Humane Care Complex for Animals in Niš and brought the Plan, by which the whole project was elaborated. [***What a lort of rubbish!! WHAT EXACTLY ARE THEY saying??] It foresees the construction of the facilities for temporary housing of animals, stray cats and dogs resort with the following contents as well as the pets' cemetry [***see the enclosed picture ... you will see a deep pit, inside of which there are already a few dead bodies of dogs .... a 'pet cemetery Serbian style!], covering the space of 1.9 Ha.
This complex also provides an area for three-days housing of animals, i.e. ten-days housing if there is risk of rabies.
***Everything they say only exists ON PAPER!!! Since there are NO faccilities available as they so graphically describe them, WHERE ARE THE DOGS AND CATS TO BE KEPT???? THERE IS NOWHERE!!!
Animals should be sheltered into the boxes in the closed space, and if in the open they should be sheltered under the roof projection to be shielded of sun, wind, snow and rain. The area meant for these purposes must be fenced. Within the building, the administration and office premises must be foreseen, as well as the vet premises. The whole building must be supplied by electricity and the generating unit in case of power failure, floor lightning, drinking and industrial water system, heating, air-conditioning and cooling, drainage system, animal waste disposal system with a separate septic tank, as well as three separate entrances for food supply, sick animals and healthy animals exit. The building will [***in some distant future??? In their dreams???] comprise kitchen, vet dispensary and boxes for animals.
Beside these, the pet food shop, animal shop and vet pharmacy can be included.
Due to the fact that the foreseen site is uninhabited, the risk for people's health is reduced to minimum.

Decision on stray dogs and cats treatment on the territory of the City of Nis, states that any torture during the collection of these animals is strictly forbidden.[***What the 'law' says and what happens in reality are too different things!!] Hygienic service is obliged to put the collected animals to the boxes, register the date and place of collection, health status and the treatment. Based on the registration label this service identifies animal and contacts the owner. If the owner does not respond and takes over the animal, this service is due to treat them in compliance to the Law and to put the animal to sleep in human manner.[***T-65 is not 'death by humane manner'!!! Humane euthanasia is too expensive and too time-consuming [to find a vein]; instead an injection of poison - T-65 - directly in the heart or lungs, causes the animal to gasp for air and eventually suffocate ...}
Animal protection association can take over the healthy and unmarked animals, as well as the puppies and bitches whose collection is forbidden.
City of Nis, faced with a large number of stray dogs and cats and with the discontent of the citizens that have been often attacked by the stray dogs - especially children, has started the realization of the a.m. plan to improve this situation.
Unfortunately, the works are very slow because of the lack of money and poor cooperation and donation of organizations dealing with animal protection. [***They expect animal protection societies to raise money to build an EXECUTION CENTRE??This definitely does not mean that the animals collected are exposed to mass killing. That is, as previously stated, against the rules of law and extremely inhuman.[***It may be against the law, but that doesn't mean the laws are implemented!! How can they be, if the 'temporary shelters' simply don't exist!]
As for all previously mentioned, and due to the big efforts engaged in the right solution to this problem, we express our sincere regret because of the misinterpretation and image of our city.***????*** At the same time, we appeal for the help of all those that could contribute this aim and help realization of our plans.***???****

We heard the plan to kill over 5000 stray dogs and cats by T-61 at the center for mass killing of stray dogs and cats in Nišs in South Serbia as promissed by director of Public service for garbage JKP Medijana.
This plan will be executed after 18-th December 2006.
We cannot call such an act other than a MASSACRE.
Please do NOT let this happen. IMPLEMENT ARTICLE 269.of Criminal Code of Serbia
In civilised European countries, there exist humane ways to handle the problem of stray and abandoned animals: governmental and local spaying/ neutering programs, which is the only respectable and effective way to act.
Why not taking contact with international animal organisations? I am sure they are willing to help to implement a spay and neuter program. That is the only way to deal with overpopulation of dogs.
People should be educated by the authorities about their responsibility towards innocent living beings as well.
Serbia has already a very bad reputation world-wide regarding the treatment of its animals.
Please do not make things worse : by this barbarian and cruel act, the murdering of defenceless shelter dogs, Nis would only confirm this reputation.
May we remind you of Mahatma Gandhi’s famous words :
“YOU CAN JUDGE A SOCIETY BY THE WAY IT TREATS ITS ANIMALS”?
Please, have a heart: DO NOT Kill.
This action goes against the Veterinary Law of Serbia!
Take gentle care of these unfortunate animals: they did not ask to be born, and they have not ask to be abandoned by their heartless and irresponsible owners. They are innocent of all crimes. They do not deserve death penalty.
Animal lovers all over the world will bear in mind the city of Nis, one way or the other.
We look forward to your urgent reply bearing the good news.

Workers of JKP Morava at Svilajnac today morning was (or had) beat our representative Mr. Goran Grujin in Svilajnac, who tray to help to many dogs which are in dirty green cages for mass killing, without food and without water-and dogs eat one to other .This is horrible.

A decade after war ravaged your country, deserted animals still fill the streets or languish in decrepit shelters. While postwar transition may account for a temporary lack of concrete animal protection laws, there is no excuse for animals to remain causalities of government apathy.
Ten years later, hunters shoot down dogs and cats for sport and dog catchers (shinters) batter them in brutal round ups. “Euthanasia” is a barbaric mix of beatings with sticks and rocks, poisonings, hangings, burnings and shootings.
Witnesses report the use of Kreozan, a crude poison that burns through veins and arteries. Victims cry in pain as smoke rises from their skin. Some starving animals ingest T-61, a drug that paralyzes their lungs. Others consume a lethal cocktail of cleaning detergents. Authorities even hired EKOSAN pest control services to "manage" street dogs.
Management? These methods resemble garbage disposal. The city of Belgrade violently eradicates an average 6,000 dogs annually, with roughly 15,000 to 20,000 killed in the region. Observers contend the so-called humane agencies work closely with officials to wipe out 80% of unwanted animals.
Belgrade’s OVCA shelter is testament to the savagery. Documentation and verbal accounts reveal the disappearance of sterilization and euthanasia equipment. There is verifiable evidence of skinned animals dumped in dead piles, their hides possibly sold to the dog/cat fur trade.
I call upon officials and NGOs to take immediate steps to rectify this horrendous situation. Please enforce animal protection laws and ban the cruel destruction of domesticated animals.
I urge you to seek help from organizations abroad with expertise in animal protection legislation and humane education. Once clear-cut laws are established, officials must follow through with the prosecution and penalization of all violators.
Rather than subsidize mass poisonings and other vulgar forms of killing, please allocate funds for affordable nationwide spay/neuter programs. I encourage you to invest in a network of municipal shelters that maintain veterinary supervision, mandatory sterilization, vaccinations, microchip identification, and responsible adoption policies.
Lastly, Serbia’s revised welfare laws need to embody all animals, not just those intended for human companionship. Sweeping cruelty appears to be the norm for farmed and zoo animals too. In Belgrade’s private city zoo, distressed and sick animals display stereotypic pacing, head bobbing, bar biting and self-mutilation from years of confinement in shabby, cramped enclosures.
As these merciless images resonate around the world, Serbia can expect sanctions from governments that outlaw such abuse. Certainly, people who value sentient life will boycott Serbia as a travel destination. Personally, I will not visit your nation until visible strides are made to enact and enforce strong animal protection laws.

Before brutal death these dogs were kept in cramped place* in cages size 1, 5x1, 5meter,
30 dogs in one tiny cage. Without food and without water, on filthy and wet concrete floors.
Under “humane euthanasia”, officials imply use of T-61 which works as respiratory blockade -animals die by suffocation- (T-61= banned in many EU countries-

Methods of killings are always the same- brutal and inhumane. Wide use of various poisons like Nuvan,Kreozan are recorded.. Various methods of clubbing to death: by hack-picks, by head smashing onto the floor, hanging, etc, .
These are pictures of "New strategy for stray animals” that Authorities propose.
Strategy include 90% of animals to be killed, 10% to be sterilized, (and those same dogs may be firstly sterilized, and then killed, for city budget).
We are very ashamed for showing this dirty face of Serbia, but this is the truth. This is what Animals endure in Serbia every day, along with Animals people that care for Animals have to cope with all sorts of aggressions.
This is that dirty face of Serbian authorities. They only give nice empty promises and do nothing, while thinking that they have “better things to do” they did not have time to hear grate words of Gandhi saying: "What ever you do to help will be insignificant, but it is very important that you do it"
